The Office of the Secretary to the State Government is the Secretariat of the Government of the State. It performs three core functions, namely: foster policy coherence, improve institutional coordination and provide strategic advice to the Government.
FUNCTIONS /RESPONSIBILITIES
The Secretary to the State Government is directly responsible to the Governor of the State and carries out the following functions:
Foster Policy Coherence
- Developing policy and preparing Memoranda, Notes and Minutes for Executive Council
- Lead in developing and monitoring operational plans for emergencies and disaster preparedness and relief management
- Support the development of policy on and negotiate on matters of labour and industrial relation
- Leading the efforts to articulate Government’s White papers on conclusions and Reports of Commissions of Inquiry, Committees and panels and ensuring their proper archiving
- Keeps the complete record of the official acts of the Legislature and executive departments of the State government
Improve Institutional Coordination
- Coordinating the work of the State’s Ministries/Departments/Agencies(MDAs)
- Coordinating the activities of Commissions and Committees of Enquiry set up by Government
- Liaise with government at the local Government Areas and Liaison Offices
- Liaise with Ministry of Justice and other Ministries/Departments in matters relating to the preparation and signing of bills, instruments, regulations, legal notices, and Prerogative of Mercy
- Handling of matters of Nigerian Citizenship, Titles of honour and Decorations
- National and State Ceremonies including the Democracy day, Armed Forces Remembrance Week, Nigerian Legion Affairs, Independence Day Celebrations
- Protocol matters, state visits/functions
- National Youth Service Corp Matter
Provide Strategic Advice to the Governor [Government]
- Monitor trends and developments that impact on the political stability and economic prosperity of the state and advice the Governor of their implications

Advises the Governor on matters of security, petitions and appeals

Provide advice on the major policy issues in Federal-State and State-to-State relations

Manage relations with Federal Ministries and Agencies, States, Non-Governmental organizations, and international agencies

Advises on appointments to all Boards, Councils, Corporations, Government and other political appointments

Handles issues relating to Admission into Nigerian Defense Academy, Naval College, Military Schools, National Directorate of Employment and all recruitment affairs into the three arms of the armed forces

Carrying out such other specific assignment/responsibilities as the Governor may from time to time.
